Separate scope from eligibility

1. A listed plan helps identify announcement scope; affected-user eligibility still needs account verification.
2. Temporary resets, credit grants and instant purchases can have different conditions. Future grants are not guaranteed.
3. Expiry stays unknown without official information. Inventory and earliest visible expiry reflect only the latest account reading.
